This site was occupied by a garage and many nondescript workshops, and was eminently suitable for redevelopment. The proposal on which the York Civic Trust was asked to comment, in March 2007, was for a ground floor shop, with offices and flats above. The uses seemed suitable for the site but, as in so many cases, the Civic Trust was concerned about the scale and design of the proposed building and its setting in relation to such a handsome street as Bootham.

The building would have dominated its neighbour at 33 Bootham (a listed building) and a more restrained solution was recommended. The scheme lacked quality and amounted to over-development, especially at the rear. The application was subsequently approved by the Council.
